The Tertiary and Vocational Education Commission was established in 1991 as the apex body in the technical and vocational education and training sector under the provisions of the Tertiary and Vocational Education Act No 20 of 1990. Its primary responsibility is policy formulation, planning, quality assurance, coordination and development of tertiary and vocational education in the country.
The amendments introduced in December 1999 to the Tertiary and Vocational Education Act No. 20 of 1990, ensures that 10 out of 17 members of the TVEC including its Chairman, represent the Employer Associations and Private Sector entrepreneurs. This provides a forum at the highest level for the private sector to contribute towards developing policies and programmes that would help achieve the vision of the Government of maintaining a demand-driven training system.
The Chairman and the Director General of the Commission are assisted by a team of Directors, in charge of development functions and a Secretary who oversees the personnel, financial and administration functions.

MESSAGE FROM THE CHAIRMAN, Vidya Jyothi Emeritus Professor Dayantha Wijeyesekera
The Tertiary and Vocational Education Commission which was established under the provisions of the Tertiary and Vocational Education Parliamentary Act No 20 of 1990 ( and its amendment No 50 of 1999) is the apex body in the Technical and Vocational Education and Training (TVET) sector. Its primary responsibility is policy formulation, planning, quality assurance, coordination and development of tertiary and vocational education in the country. Having been the first Chairman of the Commission in 1991 for the period of four years, I am very pleased to be re-appointed for a third term as its Chairman. The Commission has made vast strides since its inception, having Registered over 2500 .
Tertiary institutes and Accredited over 1890 programmes of study according to the National Vocational Qualification (NVQ) framework together with deciding on occupations for the preparation of new National Competency Standards for the award of NVQ qualifications at Certificate and diploma level respectfully. Some of them lead to a Degree qualification at the University of Vocational Technology (UNIVOTEC). In addition, the TVEC also map non- NVQ qualifications into the NVQ through the Sri Lanka Qualification framework (SLQF). The TVET Guide (website www.tvec.gov.lk) published annually by the Commission gives all the details of such courses on an island-wide provincial, basis, indicating occupations at different levels with all other relevant contact details etc for those interested in such programmes of study. As a person always enthusiastic in alternate avenues of tertiary and technological education for those who did not enter a conventional Higher Education institute or a University in Sri Lanka. I invite all those who wish to be aware of and pursue such qualifications and avenues to visit the website and obtain the relevant information. The TVEC is a ISO certified institution by the Sri Lanka Standards Institution. The Commission continuously produces a Labour Market information bulletin and also in the preparation of the Development Plan for Technical and Vocational Education and Training (TVET) in Sri Lanka and the participation of all concerned are solicited.
MESSAGE FROM THE DIRECTOR GENERAL (Actg.), Mr.Janaka Jayalath
The overall objective of the national Technical and Vocational Education and Training (TVET) strategy is to create a competent, motivated, adaptable and innovative workforce that plays pivotal roles in the poverty reduction and socio-economic development efforts of the country. This is achieved through facilitating demand-driven, employment oriented, relevant and outcome based TVET at all levels.
TVEC as the apex body in TVET sector in Sri Lanka, is empowered to accomplish its mandate through the main goals, that is to formulate, review, update and implement robust TVET policies & strategies, planning of TVET activities, develop and maintain information systems and develop institutional capacity of TVEC to establish and maintain a credible and quality assured National Vocational Qualifications (NVQ) system. The global TVET environment is becoming increasingly borderless, making quality assurance of education and qualifications more important and necessary. In this context, TVEC is geared to respond local and global challenges making the NVQ system robust, flexible, coherent and comprehensive.
