The principles of RPL |

The RPL process is
underpinned on the following principles;
- Recognition of prior
learning regardless of how, when, and where it was
acquired, provided that the learning is relevant to
the performance criteria of the relevant National
Skills Standard.
- RPL process should
be fair, timely, transparent, flexible, valid and
reliable.
- RPL assessment is
based on objective evidence.
- RPL assessment
should be organized so as to minimize costs to the
applicant.
- RPL assessment and
assessment results should be comparable.
- NVQ Qualifications
acquired through RPL should be treated equal to that
of qualifications acquired through formal
institutional training.
- RPL decisions are
subject to appeal and review.

RPL for further study |
|

RPL may
be used for access into a course where the specified
prerequisites based on completion of a formal course
have not been fulfilled. In such a case, the knowledge
and skills acquired through other means need to be
considered to fill the gap of prerequisites. The
training institutions that use RPL for credit transfer
should make available required information with regard
to this matter. |

Appeal on RPL results |
|

The
institutions that use RPL for credit transfer should
provide provisions for appeal against RPL results. In
case of a RPL assessment for NVQ qualification, the
NAITA should provide necessary provisions for appeal
against assessment results. Under this arrangement, the
candidate may be given a chance to reappear for the test
with another assessor. In both forms, appeals may be
forwarded to the respective institutions with a
reference to the Line Ministry and to the TVEC for a
hearing. |
