Quality Assurance Policy

The policy on quality assurance, with its fifteen processes, is that the TVEC shall ensure a high quality TVET sector in Sri Lanka, responsive to the requirements of industry, learners and other stakeholders. The national vocational qualification system shall incorporate quality qualifications as accepted by industry.

The quality assurance policy shall influence the NVQ and non NVQ in order to facilitate high quality training delivery.

The TVEC shall provide information to the public and other stakeholders with regard to quality assured training providers, programs and qualifications.

The quality management system is a prerequisite for the regular registration of training providers. Regular registration is necessary in order to achieve accreditation
Scope of the QMS
To ensure a coherent “Quality Management System”, based on the ISO 9001-2000 quality management system standard is maintained by the training providers within the Technical and Vocational Education & Training sector. The quality management system shall ensure that the provider has the capability to establish and maintain an environment fit for delivering education and training to specified standard and ensure continuous improvement of the system.
Self Evolution (Radar Chart)

Training centers are responsible for the quality of their own education and training programs. Self – evaluation ( the use of “Radar Chart”) means an organization can assess its effectiveness against good practices criteria and determine whether it complies with the TVEC registration and accreditation requirements.

Self – evaluation will help to identify areas where which needs plans for improvement. In this context, the use of a quality assurance radar chart is a effective tool to identify where the need for improvement 

Quality Audit (Internal & External)

An audit shall verify a training center’s performance and management processes for achieving quality teaching and learning and its success as an education and training institution.

 Five basic quality management principles in the area of implementation and operation of “Quality Management System” in training centers are:

  1. Customers focus / satisfaction.
  2. Management and leadership excellence.
  3. Continuous process improvement
  4. Staff development, participation and empowerment.
  5. Partnership, networking development and involvement of people
Quality Management System

There shall be evidence of a coherent quality management system incorporating organizational structures, responsibilities, procedures and resources for setting and implementing quality policies.

The quality management system shall ensure that the training provider has the capability to establish and maintain an environment fit for delivering education and training to specified standards.

The quality management system shall ensure that the training provider has adequate and appropriate good governance and management to achieve its goals and objectives.

The scope of the “Quality Management System” shall encompass the training provider’s current and intended delivery of education and training, including any local, national & overseas course within and outside the “National Vocational Qualification Framework”.

All delivery of education and training at permanent, regular or occasional delivery sites shall be covered by the quality management system.

 The quality management system shall include the coverage of the following process.

  1. Process of development, delivery and evaluation of training programs.
  2. Process of resource management in
    1. Finance and administration
    2. Human resources
    3. Physical resources
    4. Infrastructure
    5. Work environment
  3. Process of staff selection, appraisal and development.
  4. Process of student guidance and support
  5. Process of student entry and registration
  6. Process of students assessments on site.
  7. Process of student’s assessments off site practical or work based components.
  8. Process of reporting inclusive to the TVEC and related agencies.
  9. Process of validation of course.
  10. Process of internal and external communication.
  11. Process of internal monitoring and measurements.
  12. Process of internal auditing.
  13. Process of handling of complaints and non conformances.
  14. Process of documents and records control.
  15. Process of corrective or preventive action.
